Development Review / Plan Check
The District's Subdivision Section reviews proposed subdivisions and land use cases for unincorporated county areas located within the District's boundaries. The County Planning Department forwards these cases for review and District staff recommends conditions of approval for each case to the Riverside County Planning Commission and Board of Supervisors.

A typical review includes a flood hazard assessment (report), recommended conditions of approval concerning flood protection and drainage infrastructure and, when applicable, payment of Area Drainage Plan fees. Development cases within incorporated areas typically receive only a cursory review focusing on District Master Drainage Plan facilities and, when applicable, payment of Area Drainage Plan fees.

County Fast Track cases are given priority and the turnaround time is generally less than one week. All other cases are reviewed on a first come, first served basis. For status or information concerning new development projects undergoing tentative review, please call the District's Subdivision Section at 951.955.8626.

  Case Status Report
Applicants may use the Case Status Report to find case review information such as when the case was received by the District, the name of the case reviewer, date of completion and case status. The Case Status Report (PDF format) below can be searched by using the Find command:

Instructions
1. Open the PDF file.
2. Right click and select the Find command or select the binoculars icon to activate the find command.
3. Type the Five digit number for your case including all preceding zeros. For example, the five digit case number for TR32145 would be “32145”. The five digit case number for SUP 999 would be “00999”.
4. After the Find command has located your particular case, all study, amended, revised, and/or substantial conformance reviews (for the case) will appear in chronological order.

Plan Check
Developer prepared improvement plans for drainage infrastructure are checked by the District on a fee for service basis. The Developer establishes a plan check account with the District and furnishes an initial deposit. All plan check expenses are subsequently deducted from the Developer’s account. Occasionally, it may be necessary to furnish an additional deposit. Upon project acceptance, any funds remaining in the account are refunded to the Developer within 45 days.

At the time the initial plan check submittal is made, the improvement plans and all necessary supporting documentation shall be delivered to the District along with 1) a check or money order; 2) a completed Plan Check Application, Submittal Requirement form; and 3) a Plan Check Deposit Based Fee Worksheet. The submittal must be complete for the plans to be scheduled for checking. Water Quality Management Plans (WQMP)

Area Drainage Plan (ADP) Fees
Area Drainage Plan fees are paid at the District’s Offices by cashier’s check or money order (only). The payment should be accompanied by a copy of the final map to help determine the applicable ADP Fee Obligation. Use this link to view an Area Drainage Plan Summary in PDF format.

ADP Fee Credit is earned whenever an ADP facility is constructed. Typically, the Fee Credit is applied against the Developer’s ADP Fee Obligation. In certain cases, excess ADP Fee Credit may be transferable. Please refer to the District’s “Rules and Regulations For Administration of Area Drainage Plans” for additional details.

Purchased ADP Fee Credit may be utilized within the ADP boundary to satisfy the requirement to pay drainage fees. Cooperative Agreement
A Cooperative Agreement establishes the respective roles and responsibilities of each party involved in the project delivery/acceptance process. To initiate preparation of an agreement, submit a completed Application for Agreement Preparation to the Administrative Services Section. Be sure to include all requested supporting information as attachments to the application. The cost of preparing and processing the agreement will be charged to the applicant’s plan check account.
